Before joining ICE Benchmark Administration, Timothy J. Bowler was a managing director in the Financial Institutions Group at Goldman Sachs advising U.S. depository institutions. Prior to joining Goldman Sachs, Tim was most recently Counselor to Secretary Lew at the U.S. Treasury. In that function, he was responsible for advising the Secretary on matters related to Housing Finance Reform and troubled municipalities including the Commonwealth of Puerto Rico. Prior to his role as Counselor, Tim was Acting Assistant Secretary for Financial Stability at Treasury. In his role, he was responsible for overseeing the implementation and wind down of the Troubled Asset Relief Program (TARP) and maximizing the return for taxpayers from the various investment programs that were launched under TARP.

Joseph M. Otting was sworn in as the 31st Comptroller of the Currency on November 27, 2017. The Comptroller of the Currency is the administrator of the federal banking system and chief officer of the Office of the Comptroller of the Currency (OCC). The OCC supervises nearly 1,400 national banks, federal savings associations, and federal branches and agencies of foreign banks operating in the United States. The mission of the OCC is to ensure that national banks and federal savings associations operate in a safe and sound manner, provide fair access to financial services, treat customers fairly, and comply with applicable laws and regulations.
